SIEF Participation Service
The SIEF is the Substance Information Exchange Forum, which will be formed for each pre-registered substance. Each company that has preregistered a substance will automatically be assigned to a Pre-SIEF.
Participants to a pre-SIEF (all pre-registrants) should discuss and agree on the sameness of their pre-registered substance according to the REACH "Guidance on substance identification".
The REACH provisions on Registration applying to the substance Pre-SIEF discussions will lead to the formation of a SIEF with the aim to facilitate the exchange of information to avoid duplication of studies for the purpose of registration and agree on classification and labelling (Article 29 of REACH). A joint submission dossier will be prepared by the participants until the end of the respective registration period (depends on yearly tonnage and hazard profile).
The SIEF has no prescribed legal form. The REACH Regulation does not organise the way SIEF participants must cooporate to meet their obligations nor does it regulate the ways of cooporation in a SIEF between participants. Consortia can be created by means of contracts to structure and legally bind coorporation between SIEF members.
The principal of the SIEF participation Service is an active participation in Client’s SIEFs. REACh ChemConsult GmbH will provide critical resources acting as an external regulatory team to provide management and participation in the SIEFs that the Client is assigned to.
SIEF participation will involve communication with SIEF members, Industry and the ECHA. The goal of the SIEF is to identify the solution for full registration including dossier completion plans, testing and timelines.
