Ukraine REACH Only Representative/ Authorised Representative

Ukraine-REACH came into force on 26 January 2025. Since this date, companies have been obliged to register chemical substances that are manufactured, imported or made available on the Ukrainian market in quantities of more than one tonne per year.
For CMR substances (category 1A and 1B) from ≥ 1 t/a and substances that are very toxic to aquatic organisms (acute or chronic) from ≥ 100 t/a, a one-year transitional period applies if they were placed on the Ukrainian market before the entry into force of UA-REACH on 26 January 2025. In practice, this means that these substances must be fully registered by 26 January 2026 at the latest. This falls one month before the originally planned publication date of the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR) for the pre-registration inventory and pre-SIEF communication.
This requirement goes beyond the previous implementation of EU REACH and was not explicitly addressed during the public consultation in spring 2024.

Current registration deadlines under UA-REACH:

Following the draft proposal released in October 2025, Ukraine’s Ministry of Economy, Environment and Agriculture (MEEA) has now formally issued a regulation extending several key deadlines under the Ukraine REACH legislation.

The revised timelines are:

  • Preliminary State Registration (pre-registration): 26 January 2027

  • CLP notification for substances: 15 November 2027

  • CLP notification for mixtures: 1 May 2028

  • Substances ≥ 1 t/year classified as CMR Category 1A or 1B, as well as substances ≥ 100 t/year classified as very toxic to aquatic life (acute or chronic): 1 October 2028

  • Above 1,000 t/year: 1 October 2029

  • 100–1,000 t/year: 1 June 2031

  • 1–100 t/year: 1 March 2033

Please note that the registration procedure remains complex and resource-intensive. Recent restructuring within the ministry has further extended processing times. Registrations may take several months to complete, so early preparation and submission well ahead of the applicable deadlines is strongly advised.

These are the old deadlines:

  • 26 January 2026: For CMR substances (category 1A and 1B) from ≥ 1 t/a and substances that are very toxic to aquatic organisms (acute or chronic) from ≥ 100 t/a.
  • 1 October 2026: For substances from ≥ 1,000 t/a, if preregistered.
  • 1 June 2028: For substances between 100 and 1,000 t/a, if preregistered.
  • 1 March 2030: For substances between 1 and 100 t/a, if preregistered.
