Services for compliance with the Ukrainian CLP Regulation (UA-CLP)

The Technical Regulation on Classification, Labelling and Packaging of Chemical Products (UA-CLP) was introduced in Ukraine on 15 November 2024. This regulation is based on the EU CLP Regulation (EC) No. 1272/2008 and the UN Globally Harmonised System (GHS).

UA-CLP notification of the classification and labelling of substances

Manufacturers, importers and other market participants supplying hazardous chemical substances to the Ukrainian market are obliged to submit a notification of hazard classification and labelling. This obligation applies regardless of the annual quantity of the substance.

Deadlines for the UA-CLP notification of classification and labelling of substances:

  • For substances that were on the Ukrainian market before 15 November 2024:

The notification must be submitted by 15 November 2025 at the latest.

  • For substances made available on the market for the first time after 15 November 2024

Notification must be made within 30 days of first placing on the market.

Competent authority

The notification must be submitted to the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR).

Classification, labelling and packaging

In addition to the notification, hazardous chemical products (substances or mixtures) must be:

  • be classified,
  • labelled (including hazard pictograms, signal words and H-phrases),
  • be safely packaged

in accordance with the UA-CLP requirements.

These requirements apply to all hazardous substances, regardless of the quantity. We are happy to create safety data sheets and labels according to Ukrainian specifications. UA PCN - Poison centre notification for hazardous mixtures

In Ukraine, new requirements for the notification of hazardous mixtures to the National Poison Centre have been in force since 1 January 2025, based on the Technical Regulation on the Classification, Labelling and Packaging of Chemical Products (UA-CLP). These regulations are based on the EU CLP Regulation, in particular Annex VIII, which regulates the notification obligations to poison information centres.
