Your obligation to report to the Classification and Labelling Inventory under the CLP Regulation
According to the CLP Regulation (Regulation (EC) No. 1272/2008), manufacturers and importers are obliged to report hazardous substances to the Classification and Labelling Inventory of the European Chemicals Agency (ECHA) within four weeks of placing them on the market for the first time. This CLP notification is a key component of the legally compliant classification and labelling of chemicals.
Who is required to submit a CLP notification?
The following must be reported:
- Substances that are classified as hazardous and are manufactured or imported by you.
- Substances in mixtures if these hazardous substances are present above the relevant concentration limits and the mixtures are therefore considered hazardous.
Substances that your company has already registered under REACH do not need to be reported again.
Objectives and challenges of the ECHA inventory
The ECHA Classification & Labelling Inventory was created to establish a uniform basis for the classification and labelling of chemicals across Europe. In practice, however, it has become apparent that the reported data is not validated. This often results in different or contradictory classifications for the same substance.
