Ukraine UA - PCN - poison centre notification according to Ukrainian CLP regulation
In Ukraine, new requirements for the notification of hazardous mixtures to the national poison information centre have been in force since 1 January 2025, based on the Technical Regulation on the Classification, Labelling and Packaging of Chemical Products (UA-CLP). These regulations are based on the EU CLP Regulation, in particular Annex VIII, which regulates the notification obligations to poison information centres.

Who is obliged to notify?
Manufacturers, importers and downstream users who supply hazardous chemical mixtures to the Ukrainian market.
The reporting obligation was not adopted 1:1 from the EU, but was implemented in a stricter way.
All mixtures that are classified as hazardous according to the UA-GHS - i.e. also those that are exclusively hazardous to the environment - are subject to the obligation to notify the national system in Ukraine.
Deadlines for notification
From 1 January 2025: Notification for mixtures intended for the general consumer.
From 1 January 2026: Notification for mixtures intended for professional use.
From 1 January 2027: notification for mixtures intended for industrial use
These staggered deadlines allow for a gradual implementation of the reporting obligations.
What information must be reported?
Composition of the mixture: Detailed information on the substances contained.
Hazard classification: Classification according to GHS criteria of the CLP Regulation of Ukraine.
Toxicological information: Data on health effects.
Intended use: Indication of the intended use.
Unique Formula Identifier (UFI): A unique formula identifier that must be indicated on the product label.
The notification must be made in Ukrainian.
Competent authority
The notification must be submitted to the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR).
IT infrastructure
The Ukrainian government is currently working on the development of a digital portal for the submission of notifications. Until this portal is finalised, information will be sent by email.
Conclusion

- the hazard classification according to GHS has been completed,
- the notification has been submitted to the MEPR on time,
- the products are labelled and packaged accordingly.
